Tourism location is a important analysis factor in the tourism planning. It is not only the basis off the area tourism development,but also the most important foundation of the tourism exploitation. In this paper,the author analyzed the location of tourism an the theory of regional tourism from location theories.Thus the location of tourism will rise the function while close contacting and interacting by geographical position,the traveling resources,the tourism passenger market,the transportation,the economic,the culture,the perceive, programterm, and so on. As a important foundation ,the author studies the Rashi region in the tourist area of a system through comprehensive and integrated analysis, which is the theory and the practical links through the study of the development of tourism in the development of Kashi.The author drawed a few of conclusion of the development and plan of kashitourism industry------"A center , Two main line, Three tourism circle ". The authorexpects that the development of tourism in Kashi will develop in right direction and the development of contents, forms, methods and products will provide design ideas, thus will probide the reference value for the Kashi tourism development.
