The Study On Returning Cultivated Land To Forestland Or Grassland And Adjustment Of Agriculture Structure

Returning farmland to forest as a complex project is related to different regional economic and social sustainable development. This project is a key point of the ecological reconstruction in the upper reaches of the Yangtze River, and is one of the important ways to reverse the trend of deterioration of the ecological environment. The focus of the project is to improve the local farmers' economic income, which is reversed to be the key to success. On view of the county economic development, to improve the local farmers' economic income, we must strengthen ecological construction, and vigorously promote the adjustment of the economic structure of agriculture. Practice has proved that returning project was not only an important measure for adjustment of ecological construction but also a breakthrough of the adjustment of the agricultural structure.My thesis took Cheng county Longnan city as a research object .Under the guidance of the industrial structure optimization theory, geographic division of labor theory, the regional sustainable development theory, analyzed the main features of the resources subsystem, environment subsystems, economic system and social subsystem in Cheng County. My papers then described the process of returning farmland to forest and the main problems. Furthermore, analyzed the status of agricultural structure of Cheng county and the main problems; then in-depth studied the impacts of returning farmland to forest on land use restructuring, which further stated the Coordination Mechanism of returning project and agricultural structural adjustment .on the basis of the analysis ,reclaimed the overall context of the agricultural structure adjustment and the agricultural restructuring situation of the lands after returning. To further explore the regional ecology - economic sustained development strategic, forwarded scientific basis for regional sustainable development.The text was divided into seven parts: the first part outlined the background of returning farmland to forest project, the main problem, integrated presentation of the theory and practice results at home and abroad returning research, and compared its differences to forward the domestic direction of future efforts. The second part studied the resources and environment basis of returning farmland to forest (grass) and the restructuring of infrastructure, and pointed out a variety of natural and fragile ecological environment, the irrational economic structure, relative charged into the social state is in forests and grasslands and agricultural restructuring details. Then further clarified resources situation, ecological environment and preferences of the agricultural planting structure coupling difficult conditions, we must therefore be reversed with the restructuring. The third part using a number of detailed information, illustrated visual expression and analyzed the process of returning farmland to forest of Cheng County from 1999 to 2005. Then outlined features of "large-scale, widely distributed, all species, model number" of returning farmland to forest and noted the main issues in returning: unknown the main, weight returning light managing, technology missing and deception. The fourth part analyzed the status of the agricultural structure of Cheng county, and pointed out the existing problems that the structure of farming do not have a strong tradition , forestry advantages is not good, the weak livestock and other issues. The fifth part analyzed the relation of returning farmland to forest (grass) and the adjustment of agricultural structure. Returning farmland to forest (grass) and the adjustment of agricultural structure is actually a problem of the two sides. Either returning or adjustment of the agricultural structure, it must build on the basis of land optimization development and the rational allocation of resources .Returning promotes the adjustment of the agricultural structure, and the adjustment provides the scientific guarantee to returning. The Coupling of returning and adjustment of the agricultural structure ultimately realized of the ecological -economy - social system of sustainable development. On this basis, my thesis applied a lot of information from 1999 to 2005 in the Cheng county about land-use restructuring, adjustment of the agricultural structure, a typical township restructuring of the system analysis. The sixth part discussed the measures of returning and agricultural structural adjustment: regional functional scientific orientation, optimizing regional land functional layout; System innovating, deepening the reform of ecological construction; Improving the quality of population, growing technological advantages; Combining ecological control projects, upgrading the construction of infrastructure, strengthening the capability of regional sustainable development; then enhanced adjustment of agriculture structural.
