Since the 1990s, the competition among the country gradually shifted to technology innovation and industrialization capability as economic globalization accelerated, the rapid development of science and technology. The development of high-tech industries will determine a nation in the 21st century prosperity. And the high-tech industry's competitiveness really comes from the unique nature of technology and leading, that is, from the industrial capability of independent innovation. A country's industrial capability of independent innovation of the overall development of the national economy has a decisive role, have leading technologies and ability to continuously innovate, as a country in international competition advantage of the key factors. In the 17th report, Comrade Hu Jintao also stressed: "Improving the ability of independent innovation, building an innovative nation, which is the core of the national development strategy is the key to enhancing the overall national strength." Therefore, the evaluation of independent innovation ability in the high-tech industry is of great significance.In this thesis, it used the theory of industry economics, technology economics, and development economics. Based on the analysis of high-tech industry of independent innovation factor, the thesis explored the industrial capability of independent innovation of the formation mechanism. On this basis, the thesis constructed the high-tech industry the ability of independent innovation system of evaluation indicator, 21 major provinces in China of the high-tech industry to innovate on its own data for the empirical analysis. Specific details are as follows:(1) The 1st Chapter of the thesis is the research background, purpose and significance, the research summarize of independent innovation and high-tech industry, also the study content and methods. (2) Chapter 2 introduced the industrial independent innovation ability research rationale, including the theory of industrial innovation, technological innovation and industrial clustering theory. The theory of industrial innovation introduced in detail the implementation of subject, dynamic mechanisms influencing factors; The theory of Technological innovation introduced the concept of independent innovation and features of the three major types of independent innovation (original innovation, integrated innovation and the introduction-digested and absorbed - another innovation), as well as by organizational capacity, adaptive capacity, technology and innovation capacity and the ability to obtain comprehensive information from the ability of independent innovation; and introduced the characteristics and the development of industrial clustering theory. (3) Chapter 3 analyzed the high-tech industry of independent innovation system structure and influencing factors. The high-tech industry in the ability of independent innovation model of the formation mechanism is constructed, including the use of expression to express function of mathematical models and to the various factors affecting the integrated model. (4) Chapter 4 established the system of evaluation indicator of the capability of independent innovation to high-tech industry. According to industry the ability of independent innovation factors and the designed objectives and the principle of the independent innovation capacity assessment index system to the high-tech industry, the study established a four-storey criteria indicator, 21 sub-indicators of the high-tech industry of independent innovation capacity assessment index system from the industrial and technical innovation capability perspective. (5) Chapter V did the empirical analysis to the evaluation of independent innovation ability in high-tech industry. Independent innovation ability at 30 regional and five major manufacturing industries conducted were comparative analyzed using SPSS15.0 for Windows. Through factor analysis, the high-tech industry from all regions Comprehensive Evaluation of the ability of independent innovation value; Through cluster analysis, the Chinese region is divided into three categories of 30, and various types of high-tech industrial innovation capacity was analyzed; Through principal component analysis, that the ability of independent innovation of electronic and communications equipment manufacturing was strongest. Finally, it brought forward Countermeasures for enhancing the independent innovation ability of high-tech industry in China. (6) In the sixth Chapter, the main conclusions and innovative points of the thesis are described, and the inadequate points of the thesis are also analyzed, and the research direction in the future is pointed out.
