Along with the economic globalization and the advent of the information age, the most important strategic resources, which spur economic growth, are not material resources, but human resources. While performance management has increasingly become an important means of human resource management, and the most effective means to help enterprises to maintain and enhance productivity, and attain the strategic mission and objectives. Therefore, how to build an effective performance management system, for realizing the core performance management goals, is the key of performance management to promote the achievement of organizational objectives. As part of the company's window on the world, the company's image, the marketing personnel's behavior and activity of CITIC Grand Epoch city international conference & exhibition Co.LTD directly affects the company's reputation, operation and development. Meanwhile, marketing personnel management and incentive problems become most difficult issue, which troubled companies to develop. Consequently, it is of great strategic significance to design a scientific, relevant and fair performance management system in order to encourage company's marketing personnel to work in the desired path, strengthen marketing personnel management, which can be successfully retain the high-quality suitable marketing personnel for the company.First, the paper analyzes domestic and international theories deeply, including the origin and meaning of performance management, performance management systems, the methods of performance management, theories of marketing staff performance management and the current domestic and international sales staff performance management status. Second, according to the situation and prospects of management, the marketing personnel the organizational structure and the external environment and competitive market analysis of CITIC Grand Epoch city international conference & exhibition Co.LTD, the paper analyzes the situation of performance management of marketing personnel. Then, the paper identifies the existence of problems, and explores the existing root of the problems. Third, according to the characteristics of CITIC Grand Epoch city international conference & exhibition Co.LTD, performance management system is designed, including the design ideas and methods of the performance management system, the construction of performance evaluation index system, the implementation of performance management system. Among those, performance evaluation index system is set up according to the key performance indicators (KPI). It uses fuzzy groups AHP (FAHP)to determining the weights of all levels of indicators ,which providing a scientific method and basis. In conclusion, the paper gives the improving plans to the performance management, including the support of the top managers, playing a key role in the cause of marketing department managers, promoting the formation of good performance management system running the enterprise culture to enhance performance appraisal, communication improving and supporting human resources organization system and the establishment of good performance management system.
