Research On The Regional Economic Benefit Of Attractive Industrial Transfer

Regional economy cannot grow without various industries, as the foundation stone of the economic growth of a country, the increasing of industry economy is one of focuses in academic field. However, because of the history,geography,development environment and resource elements etc., industries in some regions with bad national conditions grow slowly. Since reform and open policy, the economy of the eastern part of our country is booming and the difference between eastern part and western regions is becoming increasingly conspicuous. After the time when "Policy on the Great Development of China's West" were implemented, capital elements began to float to the west regions.West regions have geography advantages,recourse advantages and industry basic advantages, which place them reasonably to be the primary region responding to industry transfer. How to portray the economic growth conditions of every department that responds to the industrial transfer in the west regions and how to evaluate the contributions of them to the local economy development, which is an important problem deserving of study.The paper analyzes the variation in industry structure of west regions between 1995 and 2005. Furthermore, in accordance with the economic benefit model, the paper calculates the direct economic benefit and indirect economic benefit of five departments which respond to industry transfer in 1995,1997,2000 and 2002, demonstrating by the example of manufacturing industry, construction industry, transportation posts and telecommunications, commercial catering industry and financial insurance industry in the west regions. In the end, according to the evaluation indicator systems established in the third chapter, the paper makes a comment on the construction of five departments responding to the industrial transfer to the local economy.Based on the result, it gives the conclusion and suggestion: the industrial structure of west regions is still not rational in its development of responding to industrial transfer during the last years. Therefore, the scientific views of development must be paid to industrial structure adjustment and economic development of west regions in the following days. At the same time, although some traditional industries like manufacturing industry have made tremendous contribution to the economic development of west regions, greater emphasis should be placed on enhancing its growth rate in the process of responding to the industrial transfer. While accelerating the development speed of traditional service industry, such as commercial catering industry and transportation posts and telecommunications, west regions should pay greater attention to transfer the tertiary industry like financial insurance industry. In this way, it can promote the economic links between every department and strengthen the drive and impetus of every industrial department to the whole economic system.
