With the rapid changes of science and technology, the 21st century is facing a more severe market competition, and thus most of enterprises have to compete simultaneously at several fields, such as technology research, manufacture and marketing, etc. The enterprises should continue to innovate in order to make them survive and develop in the domestic and foreign intense market competition. The enterprises' internal R&D employees' abilities are the key factors to improve the ability of the technology innovation. Therefore, it is necessary for this kind of human resource to establish the good management pattern and the effective drive mechanism.The research in ability used to be the construction of the common employees. However, it is barely concerned about R&D employees, especially about those of the state-owned manufacturing industry enterprises. Based on the theory innovation and the practical instruction demands, this article limits the ability construction of the state-owned manufacturing industry enterprises, and analyses the relationship between ability and inspiration factors, to enlighten the management of R&D employees.The paper mainly involves the psychology of management, the technical economics, the economic planning and the management and so on. The R&D employees' ability to the technology innovation of the enterprises is studied by combining the analysis of qualitative with the quantitative, the theory and the practice, and the interdisciplinary research method.The paper undertakes the research from two aspects: the construction of the enterprises' internal R&D employees' abilities; the drive factors of the enterprises' internal R&D employees' abilities.First, on the basis of summarizing the former theory and proofreading of literature of the ability constitution research, it constructs the conceptual model of the enterprises' internal R&D employees' ability constitution. Then through interviews, investigations, in view of R&D employees' creativity, the knowledgeable and independent characteristics, and through the R&D employees' questionnaire survey to get the required data. Through the confirmatory research, it constructs the model of the enterprises' internal R&D employees' ability constitution.Next, based on the drive theory and the study of the relationship between abilities and achievements, and with interviews, it proposes the drive factors of the R&D employees' ability that is classified into six dimensions. This paper details the research of the relationship between the abilities of the enterprise internal R&D employees' by the questionnaire survey and the correlation and the regression analysis.Finally, the article bases on the real diagnosis analysis and proposes some ponders of the construction of the enterprise R&D employees' ability.
