Small and medium sized enterprises (hereinafter referred to as SME) are an important component of the national economy, and their development relates directly to the development quality of the national economy as a whole. Those who are engaged in SME development consultancy play a decisive role, but in China there has long been an immature SME consultancy section, which received rather inadequate support from the authorities of China. In contrast, the SME diagnosis infrastructure in Japan, where SME are highly developed, was established shortly after its defeat in World War II. And it took the infrastructure decades to evolve from the system of diagnosis specialist into that of the diagnosis consultant, which considerably boosted the development of SME and the national economy. At the end of 2001, there were 29.3 million SME in China with 174 million employees. In terms of contribution, the value created from final products and services by SME comprises 50.5% of China's GDP; the employment in SME takes up 75% of China's aggregate urban employment; the exported products, technology and services by SME make up 60% of the China's total export volume; the tax revenues generated by SME constitute 43.2% of aggregate national tax revenues. With the presence of these significant figures, it is evident that SME have contributed enormously. In contrast, consultancy for SME is less than satisfactory. It is highly necessary to establish a system of SME consultancy to facilitate SME development and enhance SME competence in international competition. Many problems currently exist in the size and level of development, management expertise, financing and human resource. It would be of great benefit if there were a team of SME consultancy experts. And the achievements by Japan in this respect are worth studying. It will bring greater advantage to the establishment of SME consultancy system of China, if the establishment process, system and regulations of its equivalent in Japan are referred to. The exordium starts with an introduction of the reason and purpose of the thesis and discusses, in detail, the definition, overview and business scope of SME consultants, the definition and characteristics of SME and the relationship between SME and economic development in Japan. The second chapter expounds the development process, examination procedures, legal systems of and the government's role in SME consultancy in Japan. The third chapter elaborates on the administration of SME and government's role in it, the development stages, types, characteristics, role and problems of SME in China. The fourth chapter provides an overview of SME of various countries, their respective characteristics and a contrastive analysis among them. The concluding chapter analyzes the referable part of SME diagnosis of Japan and forecasts the future of SME consultancy of China.
