Study Of Sichuan Province's Recycling Economy Development

In many foreign countries, recycling economy have made tremendous achievements, as way of solving the fundamental contradictions of economic and social development and environmental protection. However, for various reasons, Recycling economy is still in the exploratory stage in china, and Recycling economy's relevant research is quite lacking. In this paper, in tracking domestic and international recycling economic development, Sichuan Province Recycling economy is discussed in theory and practice.In theory, at first, Recycling economy is defined in the paper, and its characteristics are summarized. The Recycling economy is the idea that human economic activities should comply with the laws of nature, the maintenance of ecological balance, and the resources use of avoiding or recycling, in order to achieve sustainable development. It is closed-type material flow patterns, "resource consumption-products - recycled resources". Its basic characteristics are "low mining-high use-low emissions." Second, the 3R principles are analyzed, and the development of the domestic and international Recycling economy is introduced in the paper. Recycling economy includes the technology carriers, industries systems and the study of Recycling economy. Finally, the five operating modes are presented in the paper. (1) cleanly production patterns; (2) Inter-industry's multi-level model of ecological chain; (3) ecological agriculture mode; (4) Family Recycling economy mode; (5) commercial recycling mode. In practice, firstly, Recycling economy cases are studied which are practiced in Germany, Japan, the United States and other developed countries, and their basic practices and principal experience are analyzed in the paper: (1) strengthening the rule of law and policies; (2) improving the Recycling economy oversight mechanisms; (3) strengthening technical supporting system of Recycling economy; (4) selecting the appropriate breakthrough; (5) Building new System, culture and ethic.In research of Sichuan Province Recycling Economy development, in the paper the development situation of Sichuan is analyzed. There is no perfecting primarily legislation, the lack of policy and technology, the impeding information and the unknowing standards, and so on. It is urgency and necessity that Recycling economy is developed in Sichuan. On these basics, in the paper, Sichuan Recycling economy development goals is prepared, and pilot programs are developed about Sichuan industry cycle planning, recycling resources planning and circular economy. Four strategies including cleaner production, recycling industry, recycling society and green consumer, are implemented. The four strategies, 8 security measures and policies are raised.
