Study On The Development Situtation And The Countermeasures Of Farmer's Specialized Cooperation Organization In Shanxi Prov

Since 1990s', the market of agricultural products has been changing from the sellers'market to the buyers'market. The competition of agricultural products is changing from domestic market to international market. The development of market economy proves that the FSCA are playing more and more important role in improving the organizing degree of farmers and agriculture, in improving the competition capacity of agricultural products in the market both at home and abroad, in increasing the farmers'income, in constructing the harmonious society in rural areas and the Socialist New Countryside as well. The FSCA have become the main part market economy system under which the central government implements the policy on protecting agriculture and constructs modern agriculture.In the dissertation, by analyzing the content, characteristics and law status of the FSCA and referring to the experiences of the development of the FSCA in developed countries, the author pointed out the necessity and significance of developing the FSCA. In accordance with the situation that the FSCA are appearing in Shanxi province like bamboo shoots after a spring rain, the author inspected the setting up,developing and operation of the FSCA ,talking of the faced problems with the members of the FSCA and consulting the related laws and regulations. By studying with the method that integrates theory with practices, the author drew the conclusion that the FSCA in Shanxi province are the effective organizing way that realizes the changes from traditional agriculture and modern agriculture in the socialist market economy. However, they are still in the basic stage, and some weak points still exist,for example, the cognition about FSCA is insufficient; the economic ability is still weak and it's still not easy to sell the agricultural products. In accordance with the situation mentioned above, the author put forward some suggestions to develop the FSCA: firstly, to improve the leading systems; secondly, to strengthen the policy leading; thirdly, to make and to implement the privileged policy to guarantee the development of the FSCA; fourthly, to strengthen the supervision on the FSCA; fifthly, to popularize and implement the .In summary, the author drew the conclusion as follow: the fast development FSCA have improved the organizing level for the farmers to join the market economy ,realized the effective integration of household production and the market ,and supplemented the content on"integration"in the two-level management system in rural areas; the FSCA have driven the strategic adjustment of industrial structure of agriculture, bringing about the good result that"setting up an organization, developing an agricultural industry, promoting the economic development of a region where farmers income will be increased;"the FSCA have promoted the extension and application of agricultural science and technology, and have improved the farmers'science and technology quality and the level of agricultural yielding; the FSCA have managed to fill the"fault"in the chain of agricultural industrialization, and have promoted the formation of the frame of agricultural industrialization management and further implementation of agricultural industrialization management; the FSCA implement the Famous Brand Strategy and market orientation operation, opening up a new way for the farmers to increase their cash income; the FSCA make up the weak points on things that the countryside collective economic organization failed to integrate, the economy and technique departments in government failed to undertake and separate household failed to handle. They further perfect the service system of agricultural socialization, and have become new vigorous energy in the service system of agricultural socialization.
