In the course of economic and social transition, it is inevitable to induce various crisis affairs by different conflicts or problems. In fact, with the development of reforming and opening, crisis affairs happen more frequently than ever. In various crisis situations, the crisis of food safety has brought more negative impact. It is urgent to solve the problem of how to deal with food safety crisis effectively.Food safety crisis causes great loss. It is regretable that Chinese food safety crisis management system is weak. Based on the theories of management science, institutional economics, food safety and crisis management and methodologies of comparative analysis, empirical analysis and induction, the system of food safety crisis management has been studied.Firstly, based on the method of comparative analysis, systems of food safety crisis management of America, Japan, England and other developed countries are studied from three aspects. Useful characteristics of their systems are summed up.Secondly, empirical analysis is made by choosing three typical incidents of inferior milk powder in Anhui Fuyang, poisonous soybean milk in Liaoning Haicheng and inferior vermicelli in Shandong Longkou. The main objective is to find out the defects in the system of food safety crisis management by studying the efficiency of government in crisis.Finally, based on the method of induction, the advanced experiences of foreign food safety crisis management system and analysis on Chinese typical cases on food safety crisis, the paper sums up the major issues of Chinese food safety crisis management system and put forward policy proposals.
