This thesis uses the GZ Training Center (hereinafter referred to as"GZ") as a research object, to study the conduct and actions of the training center of the large and state-owned business enterprises, especially, how it should come to develop the need to adapt to the ages, in order to satisfy the group company's need to carry out the multinational strategic target, make the training work to the new step in the meantime, and promote our own competence. This thesis is an empirical research for the GZ training center on how to promote our competence by crafting and implementing human resource strategy.In order to have a better understanding of this thesis, the first part of this paper makes a simple review of the development history of GZ. Then it analyses the competitive position in the industrial structure, exterior environment, internal resource and competitiveness etc.The second part elaborates the present condition of human resource of GZ, and focuses on the existing problems of the HR management and carries on a detailed analysis. it clarifies that GZ must implement and execute its HR strategy and carry on innovation in order to realize its strategic target of the 11th"five-year-plan".The third part touches upon the importance of crafting HR strategy from competition environment, the effect on the business enterprise and realizing the corporate strategic target. How does the GZ craft its strategic framework of human resource? The paper holds that establishing HR strategy can adopt a set of steps as follows: analyze the development strategy and its target of the GZ first; secondly, establish GZ human resource strategic target; lastly, setting up the GZ strategic implement plan.HR Planning is an important part in all management functions, being most strategic and initiative. Its purpose is for the sake of the benefits of the worker and the organization. It makes full use of talented people. This thesis also mainly elaborates the main contents and steps of the human resource planning. Its main contents include four aspects: the personnel file data, the human resource estimate, activity plan, controlling and evaluating. The crafting processes of HRP mainly include five steps: estimate whether the HR supply is enough, predict whether the HR need is enough, the balance of supply and demanding, draw up the policy and measure that can satisfy the human resource need, valuate the usefulness of HRP and carry on the adjustment, controlling and renewing also.The fourth part primarily discusses how to carries out GZ human resource strategy from five key aspects: draw up an implement plan on talented people of GZ, establish the corporate culture with special features of GZ, improve the GZ motivation and self-control mechanism, improve the GZ performance evaluation mechanism, and enhance the training and development scope of talented people of GZ.
