In the revolution of organization management brought by the rise of knowledge economy, human resources have become the focus factor. When managers are not satisfied with material stimulation, spirit stimulation, whose core is organization culture, has become popular.From the perspectives of psychology and behavior science, any incentive measure has its life cycle. The pleasing stimulation and the following behavior impulse brought to the target audience will decrease when time passes by.This thesis is on the limits of traditional inspiration pattern and the formation and implementation of cultural inspiration. The only way out should be the"integration"of the staff, team and partner resulted from the enterprise culture rather than the manner of driving the staff only by simple benefit, through which the dignity and sense of belonging of the staff will be greatly enhanced. That is to say, the perfect inspiration result that gets twice the result with half the effort relies only on the solid ground of the enterprise culture which is assisted by clearly-pointed and simply-operated inspiration measure.
