Research On Public Goods Supplication In Tibetan Rural Area

It has been proved that public goods supplication is very important to prompt economic development and social progress. Thus in order to accelerate area development, it is very necessary to analyze supplication fashion and present condition to suggest how to improve them. Located in the southwest border of China, the economic development level of the Tibet Autonomous Region is relatively backward, which is not conform to the meaning of building a socialist harmonious society. Meanwhile, the regional stability and development also have a major political and military significance, as our country can benefit from the stability of the southwest border. Therefore, it is meaningful to analyze public goods supplication of Tibetan rural area and draw a conclusion to give recommendations to improve supply conditions in order to encourage the region's economic and social development.Compared with other numerous provinces, public goods supplication in Tibetan rural area is a special case. Considering many factors, such as geography, economy, politics, poor natural conditions, seriously closed geography and culture, history, nationalism and religious factors, and so on, the government pays more attention to improving the social welfare of the region and prompting area stability, economic development and social progress, rather than cost. So due to huge social benefits, many club products and quasi-public goods are supplied free of charge as pure public goods by the government. The traditional theory of public goods is no longer appropriate to the analysis of current regional public goods supplication, hence it is necessary to redefine the nature and the supply fashion of public goods ,and make analysis of the current status of regional public goods in Tibetan rural area based on it.The result shows that with strong support of the government at all levels and significant assistance from various cities and provinces in the Mainland, the situation in the supply of regional public goods in Tibetan rural area has greatly improved in varying degrees. In other words, it has made gratifying achievements. However, compared with actual needs, there still existing some problems, such as inadequate supply, poor supply structure, low efficiency in the use of funds, and so on. This holds back the promotion of regional economic and social development. Therefore, it is recommended for the government to increase the supply of public goods,optimize the structure, improve efficiency in the use of funds and establish an effective supervision mechanism to protect the effective supply of public goods.In this dissertation, the concept of preference is introduced to analyze the way and the principle of the public goods supplication of Tibetan rural area. And it is also the first time to set the priority of the national preference,regional preference and personal preference,and analyze the change of the nature of public goods.However,Some subjects may still need more careful consideration and discussion.
