Urbanization in China is rising. Rural urbanization is not make it become a city, but more of the rural population enter into urban. Migration of the rural population into the cities have two choices : One is to major cities, the other enter to the recent towns. Since the farmers's views, quality and value, more of flock into the latter. This created the rapid expansion of the "town" .How to define cities, how to change the city's image through development projects, which is a common problem in the process of urbanization. This paper is to discuss the topic through "TC WATER CITY" planning project.Through the traditional administrative stools of PEST, project resources, Porter's Five Forces and SWOT models ,we find that firstly, the environment resources involved in, especially water, and the ancient wall of the Ming Dynasty should be the unique resources ,that can be put to good use; Secondly, market resources, natural resources, cultural resources, history of the consumption of resources and the environment that be involved in would identify the project's direction ; Thirdly, with analysing other tourism projects in the surrounding , a new vacant market as called as nicher market are appearing because of no analysised tourism projects access to pro-Shan mountains and the hydrophilic water.With traditional management tools, the paper perceive the planning. The new bank will become a new decorative wall cirling with the old walls to be a new town..using two rivers's water and the other constructions establish the water system. in the new town .we can expect that the buildings will become the other Lijiang river.Moreover, this paper has done some research in city operating management and city marketing.
