As finance emergency is prone to affect society security, it's most important to enhance the study of emergency management in financial system. As part of financial system, security market plays an important role in promoting national economic development, but it is always affected greatly by emergencies and fluctuation, which brings gigantic loss to investors and does harm to the development of the economy as well. So this paper studies the security market's emergency management.At present, although much research has been done in the area of public emergency management, not much specialized research has been done in the area of the financial system, especially in security market. This paper applies the methods used in public emergency management to the emergency management in security market to analyze the rules of the development of the emergencies of the security market and find out reciprocal measures and related policies.After summarizing the concept of security market & emergency management and the outcome of related researches, this paper determines the main content of emergency management and defines the emergency management of the security market. It further analyzes the main content such as Early Warning, Classification, and Counter Plan of emergency management. By analyzing the effect of the emergencies on the security market, this paper points out that participator, capital and information are the most important factors, and should be paid more attention to in dealing with emergencies properly and reestablishing the normal functioning of the market. It places the methods into four categories on the basis of mechanism study about unexpected emergencies. Starting from the supply and demand relationship of the market, this paper analyzes how to lighten the "huddle effect" and recover the order of market, and by studying the mechanism and effect of each kind of methods applied to emergency management, it provides some theoretical basis to the method choosing in dealing with unexpected emergencies.
