The Study Of Emergencies And Countermeasures In Ariculturalg Production Process

With the rapid development of our country’s economy and society, Emergenciesoccur frequently in the process of agricultural production. Emergency cause damageto the agricultural production, cause pollution to the environment, influence thefarmers’ income, and the healthy development of our country’s economy and society.In recent years, people pay more attention on the emergency. Emergency management,which is used to deal with emergency, is developing rapidly. How to put forward somesuggestions to solve the emergency, to reduce the economic and social damage, hasbecome an important subject.This paper analyzes the concept, classification, and characteristics of emergency,on the basis of research at home and abroad. Through the analysis of China’sagricultural emergency management of the whole situation, that our country’sagriculture emergency management is facing some problems, including: Emergencymanagement departments lack of initiative prevention awareness; the lack of standing,comprehensive agricultural emergency management mechanism; Agriculturalemergency management legal system is not perfect; the guard consciousness is weak;Social relief system is not perfect and so on. This study analyses the emergency,which happen in the process of agricultural production, using hazard analysis andcritical control points. HACCP is introduced by this paper to agricultural productionanalysis and control of sudden events. This paper puts forward some suggestions toprevent unexpected events, which happened in the production process of farming andaquaculture industry. This paper also analyzes Henan Shuanghui clenbuterol eventsand the Sichuan Guangyuan Orange Maggots Event. Finally, this paper points outsome corresponding countermeasures, including construct national agriculturalemergency management system; establish the national financial security, based on themarket of the national agricultural insurance system; increase the financial input inagriculture, improve the corresponding safeguard mechanism; build perfectagriculture emergency management legal system, strengthen the prevention management and emergency education; improve farmer awareness, strengthen theirself-protection ability and so on.
