Study On Problem Of The Farmers' Resettlement Involved In Land Requisition

Along with the acceleration of China's industrialization and urbanization process, a greatdeal of rural land is expropriated. Hence it comes into being massive and special socialgroups—land loss farmers. Most of farmers involved in land requisition become the farmers wholost land and unemployed and have poor long-term guarantees of livelihood, because thegovernments all over the country values requisition more than resettlement. Therefore, theproblem of the farmers' resettlement involved in land requisition becomes the major issue, whichaffects China's economic development and society stability. Wenzhou, in Zhejiang province,which is one of many regions where the market economy have developed early in China, for itscharacteristics of land requisition, was approved as the first batch of pilot units of land requisitionsystem reform by Ministry of Land and Resources P.R.C. The people's government of Wenzhoucity formed many resettlement policies of the farmers involved in land requisition. But Basicallyspeaking, the issue of the farmers' resettlement hasn't solved efficiently.In this paper, the approaches of qualitative and quantitative methods, combining theory withpractice is adopted, through the related theory of land requisition compensation and resettlementis systematically introduced and the Wenzhou's policy of land loss Farmers' resettlement are fullyreviewed, Wenzhou's current resettlement problems are revealed and its failure reasons arediscussed, and then, the reform ideas and the specific measures are put forward to hope to solveWenzhou's practical problems and contribute to other regions' construction and development.The results of the study show Wenzhou's current land loss farmers' resettlement system ofcombining cash compensation and land retention resettlement and retirement insuranceresettlement is theoretically effective, but the policy design of each of the three resettlements hasmany defectives. The study also shows land loss farmers' resettlement is a systems engineering,so as to guarantee land loss farmers' resettlement to make effects, the government must not onlyimprove the land loss farmers' resettlement policy, but also set out to build a series of thematching work mechanisms for it.
