Now the sustainable development has become the basic strategic target in many countries and areas. Its core question is the natural resource's sustainable use. The land resource is limited natural resource, but along with the society and economy develop rapidly, some questions were caused such as construction land encroached on the agriculture land seriously, big population vs little land, person and land contradictory intensification and so on. It has become a limiting factor of city's sustainable development. Therefore, It is urgent to carry on the coordinative management to the land, so as to abate the land-use questions faced and realize the limited land's resource sustainable use.Taking Xinghua as research area, according to the land-use change data obtained from investigating, the author analyzed the land-use change characteristic and propose the challenge that the land utilization faced; on the basis of research area's land-use regional differences and the factors that affected the difference, selected land utilization function distribution indexes separately considering macroscopical land-use, agriculture land-use, construction land-use and unused land-use four aspects: considering macroscopical land-use, selected the land-use capability, per capita land area , considering agriculture land-use, selected the cultivated land percentage, the garden plot percentage, the forest land percentage, per capita cultivated land, considering construction land-use, selected construction land percentage, considering unused land, selected unused land percentage; carried on clustering analysis to the nine indexes of thirty-four villages, aiming to coordinate land-use and sustainable development, the research area was marked off four land utilization function areas that named respectively the west eco-conserving area, the city core function area, the south vital construction area, the middle modern agriculture area; established each kind of land prediction model and obtained that the agriculture land-use regulative index would respectively be 149695.96 hectares in 2010, and 122990.76 hectares in 2020; the construction land-use regulative index would respectively be 30618.56 hectare in2010 and 31057.14 hectares in 2020; on the foundation of land utilization function areas division and regulative indexes fixed, proposed control measure to promote the research area's coordinative land-use and sustainable development.
