Research On The Local Governments Cooperation On The Issues Of Regional Environmental Protection In Our Country

With the development of regional economic integration, public affairs are getting more and more serious and urgent. All of these affairs are related to public interests. For the environment is a wide range, complicated and systematic problem, it always refers to two or two more area's common interests. In the reality, Local governments often just think of the interests of their selves, and are inclined to transfer the costs to the other side, which because of the policy regulating and controlling range is blurred, or adopt a kind of incorporated attitude. Then the regional environmental problem can't be solved effectively and environmental crisis happened frequently. So how to make the environmental coordinating system perfect among local governments to form a cooperated good relationship is a problem worth thinking deeply and discussing seriously.It takes the environmental traits of itself, the contradiction between the local government's economic function and environmental function and the interests' relationships among the local governments as the logical starting points on this research. Then make a deep and whole analyzing to the cooperating obstacle reason, to construct a cooperation system frame accordingly on the purpose of providing a system basis to the local governments with a win-win development strategy when they are dealing with the regional environmental problems.
