Study On The Purchase Allowance Policy Of Agro-machine In Henan Province

Allowance to buy farming machine by state is a great act to improving the development of mechanization of farming. In June, 2004, the 10^th congress of 10^th National People's Congress Standing Committee got cross《Mechanization of Farming Accelerating Law of in the People's Republic of China》. The 27^th ordain: center finance,province finance should plan special fund respectively, for farmers and setup purchasing nation sustain extend advanced applicable machines. We can see that, the center of CPC and State Department attaches high importance to development of agricultural mechanization.In this paper, a detailed introduction on the inside and outside situation about the purchase allowance of agro-machine was given, especially four main points outside: (1) In most countries, particularly the major WTO members, it's the mostly advance policy to give farmers direct subsidies, low-interest or interest subsidies, loan guarantees and other government preferential policies, which can encourage farmers to by farm machines or equipments. (2) It's a tradition to decrease tax and give allowance to diesel oil in farming using in the main WTO countries (3) Scientific research devotion and technical extend are emphasized in developing farming machine. (4) Strengthen agro-mechanization lectures from the perspective of commonality service by government. Based on the successful experiences inside and outside, this paper studied the agro-machine purchase allowance policies in Henan province, by which we can give a consult to easy the carrying of the policy, and then promoting the development of agro-mechanization in Henan, at last give services to build new social countries. A distinct point was brought forward that it's high time for the industry helped agriculture in Henan Province, which shows that our province has enough financial benefit to the implementation of this policy. At the same time, this paper analyzed the development environment of our province's agro-mechanization, and found out favorable conditions and constraints in the development, then note the urgency of agro-machine development and the necessary of agro-machine purchase allowance. Analyzed from now development status in Henan Agro-mechanization, we cannot give agro-machine purchase allowance without research and analysis; we must be based on the everyplace actual conditions, in the subsidy policy, research and analysis on the actual circumstances, make the policies by investigations and researches on planting characters and geography place. Only based on actual situation we can really impulse the development of the agro-mechanization. This paper gave 3 points by researches on the relationship between allowance policies and agro-mechanization. (1) Different mechanical power and allowance standard; (2) how to establish a reasonable mechanism to subsidize the development of agro-machine by allowance policies; (3) how to lead and establish the serve organization which has Henan feature by allowance. In addition, this paper also expatiated how to confirm the allowance objects, allowance type, allowance standard and allowance steps.
