Research On Industrial Organization Policy Of Food-Processing Industry In Jilin Province

Food_ processing industry is one of the main product in the 21th century, and its developing speed and level is a important sign of people's living and improving level in one country. As the most important successive industry of agricultural products' transformation, food_ processing industry have the important influence on development of agricultural industrialization, increasing of peasant's income and realizing strategy of national economy. Food industry is one of three pillar industries of Jilin province, that is the main force to construct the base of agricultural processing industry and the key industry of agricultural processing industry in Jilin province. Though food_ processing industry in Jilin province have good tendency, it doesn't have mature system of food industry, as well as its organization have some question. So it is a important task in theory and practice to strengthen the study on industrial organization of food_ processing industry, optimize the industrial structure of food_ processing industry, raise industrial concentration and scale degree of food_processing industry, regulate the self_ discipline of profession, realize the effective competition., which have important meaning on development of food_ processing industry and economy in Jilin province. This thesis will analyze market structure, market behavior and market benefits through SCP model on Harvard school of industrial theory, and offer suggestion on industrial organization policy.Firstly this thesis summarize the industrial organization feature of food_processing industry, evaluate the market structure of it in Jilin province through market concentration degree,market occupation degree and advertisement density, analyze the reason that cause this feature, the market behavior through food_processing enterprises' advertisement and technology enterprising behavior, the market benefits through profits rate quota,products sales income and assets liabilities rate, etc. Lastly, I put forward some proposal on industrial organization policy of food_ processing industry from policy system,contents and means in view of the above study.This thesis can draw the following conclusion through the above study:1 The market concentration degree of Jilin province presents the raising tendency, enterprises optimize their behavior and increase market benefits step by step, but some question still exist in food_ processing industry of Jilin province, such as small enterprises' scale, low industrial concentration degree, small disparity in products, lacking awareness of brand, an so on.2 The question that exist in food_ processing industry of Jilin province is not excessive monopoly, low concentration degree,small scale of enterprises and low ability to compete with the world. So, sustaining and developing economical monopoly is conductive to economy of scale.3 The target of market structure in food_ processing industry of Jilin province is to choose the market structure of monopolistic competition, establish the organization pattern of large, middle and small enterprises exist side by side, form the competitive model of maintaining market competition and making full use of economy of scale, form the market pattern of minor large food enterprises(or enterprise groups) and many middle or small enterprises exist side by side, combine the finite superiority of proper monopolize with fundamental superiority of competition, strengthen the division of labor,cooperate and the rational distribution of resources.4 When we lay stress on market structure, we should strengthen the supervising to market behavior, sustaining and investing the cause of scientific research of enterprises, establish the perfect and rational food_ processing system, improve laws and regulations, strengthen original idea and protecting in brand, retaliate fake products_ making behavior severely, raise the transparent degree of enterprises and food information, defend the normal market order, create a good environment for enterprises' development.5 We should construct a rational organization pattern, realize the perfect combination of whole and individual target in organization system, realize the both sides benefits of peasants and enterprises, strengthen the sustaining to industrial policy in food_processing industry of Jiin province, have a clear policy tendency, encourage and accelerate the enterprises' development, establish the leading thought of market's leading, government's inducing and enterprises' subjective position, increase the investment to common cause, rule the government's behavior, strengthen the self_construction of industrial association and make it become "the strong arms" to protect enterprises' benefits.
