After30years of development, China has made tremendous progress in the real estate industry. The increase quantity is1.86547trillion Yuan in2009, which is233times that of1978; and real estate development investment in2010amounted to4.8267trillion Yuan,478times in1986, together with the proportion of total investment in fixed assets from3.2%in1986increased to17.4%in2010. At the same time, the people’s living standards have been significantly improved. Urban per capita floor area of6.7square meters in1978is up to30square meters in2009.Together with such achievements, many problems have been exposed in the real estate industry, and then national policy was accompanied.Since the date of the formation of the real estate industry, industrial policy has been in continuous publication. Such as "the old State Council’s No.6notice","the State Council’s No.8notice", and "the State Council’s No.10notice", and so on. However, from the point of the effects of policy implementation view, most of the problems remain. Such as the influx of a large number of enterprises, especially the central enterprises to enter that disturb the market competition order; companies’hoarding land behavior leads to the loss of the efficiency of resources allocation; rising house price has exceeded the capacity of ordinary citizens and so on. How to understand these problems correctly, and then make some reasonable and effective Industrial organization policies to solve it, so that the real estate industry can develop healthily and orderly is the largest mission of this article.Industrial organization policy is the core of industrial policy system. The market by adjusting the industrial structure, conduct and performance to promote the rationalization of industrial organization and improve the industry’s economic efficiency is the direct target of industrial organization policy. Developed and implemented in our real estate policies, a substantial part of the policy areas are industrial organization, this paper is precisely this part of the policy research. Based on this, the paper use literature, empirical and historical research, comparative research, game analysis, charts analysis to sort and analyze our real estate industry organizations. Finally, in order to organize the real estate industry rationalization. In this paper, the following ideas are to analyze the real estate industry organization policy:The first part introduces the research background and significance, research status, and the research methods, innovation and defects.In the second part, the definition by introducing the concept of real estate, industrial organization theory and analysis of the evolution of the framework, and policy implications of industrial organization, objectives and means of implementation of the relevant knowledge,which provide a solid theoretical basis for further study.The main contents of the third part include:first, introduced the development course of China’s real estate industry; secondly, introduced the size of the real estate industry in China, the price level and the regional development situation; finally, sorted and categorized the policy of the real estate industry organizations and then made the appropriate comments.The fourth part includes three aspects:first, studying market concentration, entry barriers, product differentiation related studies confirm the contents of the regional monopoly of China’s real estate market structure. Second, the behavior of the real estate business, the main analysis is pricing behavior, price collusion, mergers and advertising behavior. Third, based on the analysis of market structure and market behavior, by studying the profitability of the real estate market, industry, housing vacancy rate, price earnings ratio, technological progress and other indicators of the performance analysis and found:the rapid development achieved in the real estate industry, but also there exist such problems:a higher industry profit margins, high prices and vacancy rates and price earnings ratio more than the international warning line.Part V mainly based on the analysis of industrial organization, summed up China’s real estate market structure, conduct and performance existing three main problems and put forward a sound policy of the real estate industry organizations, the seven measures are:First, focus on regional differences in features and draws up the rational policies on industrial organization; second, accelerating inter-enterprise M&A, promoting large-scale real estate enterprises; third, optimizing the land transfer system, strengthening the competitiveness of the regional real estate market; Fourth, regulating the developer’s price behavior norms; Fifth, strengthening the supervision of foreign real estate enterprises, improving their advance and retreat mechanism; Sixth, improving the information disclosure system, regulating advertising practices of developers; Seventh, encouraging the housing industry and technological innovation.Contribution of this paper lies mainly in three aspects:first, through the perspective of industrial organization to analyze the real estate industry in China and find the difficulties that the real estate industry policy are facing and then formulated a theoretical basis for providing policies of the industry.Second, sorted real estate policies that have been introduced, extracted and classified the real estate industry organization policy.
