Evaluation Of Science And Technology Based On Fuzzy Multi-criteria

'Carry out Scientific and Evolutive Notion comprehensively' is one of the questions for discussion of magnificent social science fund.The evaluation of science and technology is an acquaintance activity of estimation for production and factors involved in science and technology. And it is also a tool of management for science and technology, which could ensure that the development of science and technology could be prosperous. It is used in all kinds of area, such as the projects, the human resources, the institutions, the productions and hrtations of science and technology management.Along with our country entering the WTO and the development and completement of science and technology evaluation system, the science and technology evaluation system in existence could not satisfy the needs of the science and technology development of our country. There should have a reformation.There are five chapters in this paper. The fist chapter is introduction and introduces there search on the evaluation of science and technology in and out of our country, and the research route. The second chapter is the factors that infact the evaluation of science and technology. The third chapter is the construction of the fuzzy comprehensive evaluation model, expatiating on the process of the construction of the model. The Empirical research of the model and conclusion are respectively in Chapter Four and Chapter Five.On the construction of evaluation index system, considering the modern situation of the evaluation of science and technology, indexes from four aspects are chosen. And according to correlation analysis and discriminability analysis, some indexes that have strong correlation with other indexes or have only little function to evaluate credit risk are eliminated. At last, the science and technology evaluation index system is set up from four aspects: the investment of science and technology, the production of science and technology, science and technology with progress of society, science and technology with economy development, with thirty-two indexes.On the weighted coefficient, Variance Coefficient Method and Square-Summation Method are both used, as some ordinary methods such as AHP, have strong subjectivity; and other single method could not weigh the coefficient full-sealed.In order to evaluate the development of science and technology in our country, this article chooses correlative science and technology data of 31 provinces in the year of 2003-2005 as testing samples. Based on the reasults, we point out the problems that existed in the provinces, and then give the right suggestions.
