| Government investment plays a very important role in national resources distributions, it influences economic fluctuation and the reform of industry structure. From 1978, the government of our country has carried out a train of reformation on original investment system.. Now, it turns out pluralistic sources for investment, different channel for financing and investment ways. In practice of the investment of institutional reform, the government has also experienced the different management models like self-run pattern model and so on. Management of government investing project still exist much deficiency in the original pattern, such as"three surpass"phenomenon. This is mainly because the government departments are short of the project management experiences but in the roles of both investor and manager at the same time. To reduce the"three surpass"influence, government of Xiamen has taken a new government project management model: entrusted construction. This has a very wonderful effect.Entrusted construction has being according to separating investor, builder, manager, user four partners. In this new model, we add one generation in the original model, use the professional project management company to carry out the government project under socializing and specializing principles. It balances the business and transaction costs increasing by improving the society efficiency.The research indicated that there is not only one standard entrusted construction in our country, especially on the alternative issue for the project management companies. It depends on the surrounding conditions. Now in our country, the project management company market has been in the primary phase. We need to find the way that should our government do good for this market, under researching the management ways of developed countries and regions we find some very useful experiences; in the end, we establish a model to solve the problems met before, and we find some points good for our entrusted construction. |
