The price fluctuation of urban housing has been very obvious in the past years, which attracts much attention. As the price fluctuation of urban housing has a great effect on social development and national economy, since 2005,our government has done some macroscopic adjustments and controls in order to lead the housing markets to develop along the direction of health and consistent progress.The related statistics show that the house price of Shanghai has been effectively controlled, while that of Beijing still considerately rises up, the reason of which the dissertation intend to explore.To achieve its goal, two major efforts have been made in the dissertation: a careful study of related overseas documents and an empirical analysis in the house price of Beijing and Shanghai. The results indicate that the house price fluctuation of Beijing is Mainly due to the reduce of low-pricing houses, the sharp decline of the land development area, the housing supply and demand reversal adjustment, rigid demand-factor and so on. AS to that of Shanghai, mainly because of the congenial demand obtained, the supply of economical house increased, as well as a series of concrete policies and measures the local authority has taken and so on. In conclusion, some policy suggestions are provided according to the result.
