Following the development of Economic integration of the world, each enterprise is facing a drastic rival. It is the base for the enterprise to manage its resources efficiently if the enterprise wants to establish in invincible position to the enterprise in drastic rival. For human resource is the most initiative and the most valuable resource, mobilize employees enthusiasm and let them exert their potential furthest is the purpose of human resource management. Andperformance management system is the centrums of human resource exploitation and management. Design the performance management precept scientifically, rationally and effectively is the key of running the human resource exploitation and management system. Performance management is the key content of human resource management, scientific performance management can impel the enterprise achieve stated goal. This article combines the actuality of human resource management, especially the performance management for the SECONED TIANJIN ROLL STELL LIMITED COMPANY, aims at the problems of performance management, and according to corresponding theories and methods, we will construct the suitable performance management system, criterion and consummate performance process. This article firstly puts forward the meaning of research on performance management, and then conclude the correlative literature and research actuality internal and external, then put forward some problems on human resource management, especially performance management, and analyze these problems, then base on those, we establish different performance precepts for different people, and advance the countermeasures and suggestions of how to implement performance management system. So this can combine the performance management and the enterprise's goal compactly, and mobilize the employees'enthusiasm effectively, and then let the enterprise stand in the furious competing market...
