Study On The Strategy Of Developing Circular Economy In Heilongjiang Province

In 1990s, countries all over the world reached common understanding on sustainable development, Germany, Japan and other developed countries which probed the economic way of promoting sustainable development actively, have put forward the economic development pattern of circulation. Demonstrated by practice of circular economy, circular economy is the best economic pattern to substitute the liner pattern economy according to sustainable development theory. Circular economy and sustainable development have been the tendency in the world. Nowadays, the economy development has been handicapped by lack of resource and environment. We have to enhance the rate of using resource and reduce solid rubbish. So, Circular economy has become the main measure to transfer the traditional development pattern which is "high pollution, high depletion, low output", to solve problems between economy development and environment, to realize sustainable development of economy in Heilongjiang province.Based on reading and analyzing reference of circular economy study, this paper mainly includes several aspects as following:(1) Analyzed the situation of circular economy in Heilongjiang province. This paper analyzed the situation of circular economy in Heilongjiang province from the aspects of laws, cleaner production, energy saving, eco-province and practice. Achievement of developing circular economy has been summarized. Both of superiority and inferiority have been pointed out.(2) Strategy flame have been proposed. In the long run, the transformation of economy pattern has to set up strategy frame from macro angle. Bases on theory and reality, the paper constructed strategy frame for developing circular economy, including strategy mentality, strategy principle, strategy objects, strategy pattern, and strategy protection. According to Heilongjiang Province's situation and using fuzzy clustering analysis, in the macroscopic stratification, it has constructed the dual development pattern; in the middle stratification, it is coordinates the petrochemical industry, the coal industry, the reproduced industry, the recycle industry, forestry industry, crop production industry, biomass energy industry, logistics industry as the key strategy point; in the microscopic stratification, it developed to construct one batch of circulation projects, so, the paper carry on the strategy plan for developing the circular economy in Heilongjiang Province systematically.(3) This paper proposed the development countermeasures. Considered the situation of Heilongjiang province and the practice experience, this paper proposed the constructive development countermeasures on developing the circular economy to Heilongjiang province. The key to the developing circular economy in Heilongjiang Province is plan from the whole, advance in the industry and enterprises stratification. This paper hopes to develop circular economy in Heilongjiang Province in whole by establishing dual circular economy strategy pattern, cultivating the key industries and the key enterprises.
