Economic globalization has become a global trend. In the process of economic globalization, foreign direct invest has become a basic way for interdependence of each country's economy, and also an important part of international competition. Small and medium-sized enterprises are the most dynamic force in the development of our national economy. Not only China's economic development depends on the SMEs' development, but also China's economic status in the world depends on the SMEs' FDI development. Although this is just the beginning of SMEs' engaging in FDI in china, and moreover, a large-scale "going out" is still premature, but there is considerable potential for SMEs in FDI. So this thesis studies the FDI of China' SMEs.The thesis is divided into four parts:The first part introduces the background of this topic, which is economic globalization and China's "going out" strategy, and then gives a review of the current research, and then outlines the main elements and points out the research methods and innovations of this thesis. The second part first clarifies several related concepts, and then reviews major FDI theories, and then puts forward the general and the special theories to explain the FDI of China's SMEs. This thesis think that Comparative advantage theory is the general one for our SMEs' FDI, and that Small-scale technology theory, Marginal industries transfer theory and Anti-lock technology theory are more specific ones in explaining the FDI of China's SMEs.The third part analyzes the strategy framework for SMEs' FDI. From the conditions for SMEs' FDI, industry choice, location choice and mode option, the thesis gives an in-depth description, and in the last puts forward several effective combinations, such as "Resource development industry-Africa and Latin America-Overseas Cooperation plant", "Manufacturing with national characteristics-the Southeast Asian region-Overseas sales subsidiaries" and so on.The fourth part first analyzes some obstacles that hinder our SMEs to engage in FDI, that is information, capital, personnel, technology, risks, legislative and institutional barriers, and then from the inspects of SMEs themselves, industry associations and other intermediary agencies, and the government macro level puts forward some countermeasures, so as to show the preparations that should be done for our SMEs' large-scale "going out". This thesis says that SMEs should foster international business ideas, attach great importance to technological innovation, and pay attention to brand-building and information-oriented construction, and that the government should support SMEs'FDI in several ways, such as legislation, government, policies and so on, and that industry associations should provide SMEs with information, counseling and other related services, regulate overseas investment enterprises in the industry, and play a role in the clusters of FDI of SMEs.
