With the rapid development of economic globalization, the interdependence of the international society is deepened ceaselessly, and the competition among the countries is increasing gradually. After the Cold War, the international relations apparently become peaceful. The military factor in the international relations is somehow taken off; meanwhile the economical factor is raising. All the countries set the priority to the development of economic as an important strategic choice. The national interest is maximized through the positive economical way. The economical diplomacy has become increasingly active.After China joined WTO, the economical internationalization process has been accelerating ceaselessly, which gives the small and medium enterprises more opportunities to participate in the international market, and more international competition at the same time. The small and medium enterprises occupy99%of the total Chinese enterprises, and provide more than75%jobs in the towns. They have promoted the economical development, the technical innovation and the social stability and prosperity. China’s economical diplomacy has got a new strategic task, which is how to guide the small and medium enterprises to actively and better participate in the international competition, and to beneficially influence the economical diplomacy.This paper is started from the economic diplomacy and the characteristics of the small and medium enterprises. The main line lies in the different stages of the development of the Sino-Japanese cooperation among the small and medium enterprises. Take as example the contributing role to economic diploymacy of small and medium enterprises in both countries, focus on studying the interaction between small and medium enterprises and economic diplomacy, and forcast the prospect as a newly emerging power.
