Cadre Exchange Rules is one of the basic rules for office-bearer management. It is also the important part of cadre human-resource management. Implementing the Custom Cadre Exchange benefits the development of Customs Business in these aspects: the conformity of the team, qualification of cadre, prevention and cure of corruption, etc.Corresponding the relationship between Inland customs and Port customs is the strategic problem that the Chinese Customs should face currently. Due to the influence of geography location and economy status, Inland Customs grows more slowly than Port Customs. With the background of implementing the concept of scientific development and building harmonious customs, Changsha Customs as a small Inland customs brings forwards the philosophy of Inland Small Customs Contends For Better in order to quicken its construct and narrow the disparity between Port Customs. While Changsha Customs has its own unsolved shortcomings such as passivism, rambling work style, non-ambition, low administration level, slow work efficiency, etc that restricts the realization of the philosophy. Generally speaking, theindividual qualification of customs staff is not very low. The shortcoming results from the non-reasonable Cadre structure and the non-adaptation position within the cadre team. Further optimization of the cadre rule could help to solve the above shortcomings.The article considered the reality of Changsha customs, analyzed the problem of the Inland customs cadre exchange rules under the background of Inland Small Customs Contends for Better. The article also provided the countermeasures to optimize the Inland customs Cadre Exchange Rules. This article pointed out the problems caused by Inland customs cadre exchange rules: the antinomy between the position exchange rule and the expert team building; the position exchange rules fluctuates the work level and increases various relevant cost; the rules make some cadre take the short term behavior; Influence the family lifeof the exchanged cadre. And the reasons for the problems are: Unreasonable adaptation of the human resource; unbefitting occasion of the cadre position exchange ; not perfect supervision and evaluation system for the exchanged cadre. Thinking about the reality of the Changsha Customs, it could take some actions to optimize the Inland customs Cadre Exchange Rules by the following measures: taking feasible and various exchange manner; reforming the human resource management.
