Competency is a management concept rising from America in the early 70s of 20 century. It is a terminology indicating the latent characteristics individuals have resulting in perfect performance in certain position. Currently, most domestic enterprises have not realized the importance of competency, still selecting in the traditional way of selection. Even though some far-sighted companies have adopted the selection system of human resource administrative personnel based on the competency, putting it as one part of human resource management system and getting a little effect, they still have problems in operation. So, based on the theory research of Predecessor, putting human resource administrative personnel as research object, this dissertation systematically analyzes the selection system of the human resource administrative personnel based on competency in order to propose models for enterprises to solve realistic problems.Firstly, this article reviewed the domestic and foreign academic circles' research on the theory of competency and human resource selection, and summarized the related viewpoints and research tendency. Secondly, through the contrast analysis, it proposed selection system of the human resource administrative personnel based on the competency's object, foundation and system structure. Moreover, it proposed the feasibility of adopting the selection system based on the competency through analysis. Once more, taking the above analysis as the foundation, this dissertation discusses and constructs the selection system of human resources administrative personnel based on competency. The main goal of the theoretic research lies in solving realistic problems. Then, in the end of the dissertation, it demonstrates the rationality of human resources administrative personnel selection system based on the competency through a company's enrollment of applying to human resources administrative personnel selection system based on the competency.The main conclusions of this dissertation research include: firstly, it proposed selection system of the human resource administrative personnel based on the competency's object, foundation and system structure, and made the basis of selection system. Secondly, it constructs the human resources administrative personnel selection system based on the competency from four angels-the content, standard, method, decision basement of the selection and elaborate on the operation method of every part. Thirdly, through establishing mathematical model, using the fuzzy standard policy-making law and the match technology it provides the quantity support for the selection and avoids selecting relying on subjective opinions without the considerable data.
