As scientific technology developing greatly in the 21st century, the conception of the talent among regions and countries has gradually become blurry. The appearance of International persons show an accelerating trend. The development of international talents has been put into the strategic level. Different regions begin to formulate and implement the international talent development strategy in order to promote the growing of international talent and the management ability to them. In the management process of international talent development strategy, a timely objectiveefficient evaluation is critical to guarantee the strategic goals.The purpose, content, and method of international talent development strategyevaluation are studied in this paper, to provide a set of systemic scientific reasonable evaluation thoughts and tools for human resource apartment and instruct the implantation of regional international talent development strategy.Based on literature of the talent evaluation, theories of supporting evaluation system of talent development strategy are discussed. From the point of strategy, its evaluation criterion and method are expatiated. Feasibility study is made when mathematic methods such as statistics, science of decision making are used in evaluation of social and economic phenomena. Then a framework is advanced to establish evaluation system of regional international talent development strategy, a mathematic model builded by statistical methods, weight of index calculated by expert choice software, therefore evaluation system of regional international development strategy constructed. Afterwards Jiangsu province is chosen for an empirical analysis of regional international talent development evaluation system on the basis of its actual condition. Finally, suggestions are made to the deficiency of this evaluation system.
