As we are now in a great new era of economic globalization, trade liberalization, and knowledge economy, the performance measurement system is a great support of decision-making and implementing of the enterprise strategy, it has a significant function in the operation of enterprise, and has been getting the progressive attention. Being the bellwether in the information revolution, Telecom carriers is the crucial support of the information industry, obviously it is top important for the Telecom carriers to establish scientific Performance Evaluation with the aim of better fulfill the market demand, timely and fleetly respond to the changes, constantly improve the strategy execution ability and the core competition ability in the coming more severe competitive environment.If we look back to the development process of the Performance Evaluation theory, we found out many limitation of the conventional Performance Evaluation statement which based on the financial index, such as attaches great importance to the financial indexes but little to the non-financial ones, pays too much attention to the results which easily lead to the attention on the short-term benefits, lack of tactics to integrate to the strategy. As a strategic Performance Evaluation System which combines with both financial and non-financial indexes, the Balance Scorecard (BSC) makes up the insufficiency of conventional Performance Evaluation system; The Performance Prism emphasizes the responsibilities of the enterprises to the society on the basis of the Balance Scorecard, and enriched the angle of view of the BSC; meanwhile, the EVA (Economics Value Added) system value the finance of the enterprises at a complete new point of view. Integration of the THREE mentioned above is a comprehensive new system, which combines financial & non-financial indexes and values & estimates the outstanding achievements, and it also is a Evaluation System which could generally measure the long-term strategic indexes of the enterprises.This paper established a Performance Evaluation System adapt to China's Telecom enterprise, which is based on the following five aspects: finance, inner management, clients and market, research & innovation and social responsibilities. The methods of Delphi and AHP are adopted in this paper to obtain the weight of this system for the purpose of its rationality.
