The Theory Of The Positive Cycle Development For An Enterprise & The Evaluation Indicators System

The cycle development of an enterprise is the research subject for this paper. The purpose of this paper is to define the definition of the positive cycle development, to build up a systematic and scientific evaluation indicators system to measure if an enterprise is in a positive cycle development. China Mobile and China Unicom are taken as examples to measure the effectiveness of the evaluation indicators system. Therefore, the paper includes:The first chapter, taken the enterprise as an organism like the human body, by studying the enterprise's life cycle, enterprise's vitality and every functional departments' coordinated operation, to educe the cycle development of an enterprise. Meanwhile, define the definition of the positive cycle development. That is "by recycling all kinds of resources within the enterprise, by coordinating every functional department's operation, make the enterprise move forward constantly, the procedure can be copied as it can be recycled by effective internal control and management. Once there is anything wrong within the enterprise, it can be recovered by the effective internal control and management." Then, to prove as long as the enterprise can keep the positive cycle development during their life cycle, it can become stronger and can compete with other competitors.The second chapter, build up a scientific, systematic and feasible evaluation indicators system to measure if an enterprise is in the process of the positive cycle development. The evaluation indicators system will contain 2 kinds of indicators: Qualitative indicators and Quantitative indicators. For the Quantitative indicators, some indicators will be set from the time series' perspective, that is to say we are going to measure the development speed and the quality. This evaluation indicators system can be applied to most of the enterprise regardless of the difference from their industries.The third chapter, taken China Mobile as a typical example, to make use of the evaluation indicators system to prove China Mobile was and is always in the positive cycle development.The fourth chapter, taken China Unicom as another typical example, to use the evaluation indicators system to prove China Unicom was and is not in the positive cycle development.
