The Study Of Evaluation Methods Under BOQ Pricing Model

Evaluation is an important part of bidding process in construction projects. A scientific , reasonable evaluation method will be the key factors in getting the best tender program and the success of the projects. The promoting of BOQ pricing model in China to the project makes Bidding efficiency has been greatly improved. However, the traditional evaluation methods based on fixed pricing ,makes tender bidding lack of competition, has contradictions with the general idea of BOQ, which is "Determine the volume, Guide the price, Compete the costs". As a result, the successful tenderer can not be making optimal, and constrained the development of the construction market.Aim at the deficiency of traditional evaluation methods and the characteristic of the Bill-of-Quantity pricing model, on the basis of the analysis results of domestic and international scholars, this thesis construct a new modle which is based on the theory of value engineering and multi-objective decision. This model combines the technical and commercial bid superscript accreditation; uses the form of ratio with value coefficient method to compare and rank the tender program, increase the comparability between tender programs; besides, it uses life-cycle cost analysis to determine the commercial standard score. Moreover, by letting the evaluation experts uses AHP method to determine the indicators' weights , it becomes more just and rational ,because it has guarantee both authority and impartiality.Through theoretical and practical certification, it is validated that the new evaluation model can optimize the evaluation process and results effectively under the premise of fairness. In addition, the model will play a role of promoting in raising the management level of tender units and develop China's construction project bidding market orderly.
