| The provision efficiency of public-goods has already been an important standard in judging whether a country is govern by law or not. It has many affect acts, and the most one is the reasonable system.The development of public goods provision theory has went through more than one hundred years in western countries, and the provision system in which is comparatively mature. On the other hand, as our country has a relatively long period of plan economic system , and the government command most resource both in public goods and in private goods , so the efficiency and system research in public goods is very rare. Thanks to the reform and opening policies, especially is the market economy putting into the practice, the productivity enhances a lot. and at the same time, the supply ability of private goods increasing, the living standard of ordinary people improved, so the government should retire from the private goods domain. But the rapid rise of economy can't reduce the shortage of public goods, such as government service, medical, education, environment, etc. How transfer government's function and power, making public-goods adapt today's circumstance is a serious task for us. In the paper, the writer think the most important thing is to reform public goods supply system, creative a more reasonable system in some aspects such as government's function, public financial power, etc.The creative system in public-goods is not only the assurance of public goods, but also the necessity of harmonious society. As for public-goods supply efficiency , there has been many substantial experiences to the point in many parts of our country , especially in inshore cities. In this paper, the writer first analysed the situation we confronted with, then combine foreign countries'experience and former scholar's research, try best to put forward some creative suggestion to our provision system of public-goods, so this paper bears some academic and practice significance. |
