Study On The Assessment Of Urban Human Settlements Quality In Northeast China

The improvement and construction of urban human settlements is the eternal theme of human. With the development of human society, people focus on the settlements quality more and more. The Assessment and also the optimized study of Urban Human Settlements Quality are increasingly becoming the hot issues of the society. In 21st century, with the implement of regenerating the old northeast industrial region strategy, the development of the regional economy in Northeast China is getting from the bottom into a whole new stage. Meanwhile, the urban human settlements are facing an unprecedented challenges and chances.This paper begins from the aspect of the knowledge and discussion of the relative assessing method and theory of the urban human settlements in foreign and domestic. This paper also integrated the reality of the development in Northeast China. On the basis of the analysis to the reality of the urban human settlements, 4 accurately measured levels and 15 concrete indexes, which form a 3-level assessing index system, are constructed by Analytic Hierarchy Process. This system made a comprehensive assessment of the urban human settlements in 37 Prefecture-level cities in Northeast China. It also made an actual suggestion to optimize the settlements. This paper is composed by 5 main parts:Part 1: Introduced the theoretical and study basis founded on the clarity of the concept and meaning of urban human settlements.Part 2: Analyzed the general situation of the city development in Northeast China, the special status and function in china and also the reality of the constructions of urban human settlements.Part 3: Referring to the relative study results, focused on the Specific circumstances, this paper constructed a 3-level assessing index system which is composed by 4 first-level criteria (ecological environment, settlement environment, public service infrastructure and society economy) and 15 concrete indexes, by Analytic Hierarchy Process.Part 4: Using the data from"Statistical Yearbook of China's Cities 2005", the index system and the Seeking weighted linear model, this paper made a comprehensive evaluation of the urban human settlements in Northeast China. This paper divided the urban human settlements into 3 types and made brief analysis to the results.Part 5: Combined with the former results and the situation of the development of the urban human settlements, this paper subjected the strategy and goal of the optimized urban human settlements quality in Northeast China.
