Theory And Suggestion Of Going Out Strategy Based On Northeast Old Industrial Base Of China

"Going out"strategy and the strategy of Transform and Vitalization of Outmoded Enterprises in the Northeast of China are the two important economy development strategies proposed by Party Central Committee and the State Council. The latter strategy focuses on the establishment of a well-being society on all sides, with the aim at accelerating regional economic coordination development; while the"Going out"strategy attaches great value to the enlargement of the open degree and strengthening competitiveness of Chinese enterprises. Theoretically, we have got too much consideration on how to carry out the"Going out"strategy, and discussion on how to vitalize the outmoded enterprises in the Northeast of China. However, in theory, it is still yet to further explore the implementation method and choose the developing mode of"going out"strategy in vigorous northeast region after integrating these two theories. Considering all of this, it shall be of great value to explore an effective method to integrate these two strategies theoretically and practically, and drive the economy growth in North East China through"Going out"strategy. Herein, guided by"International Direct Investment Theory"proposed by Max, taken Marxism Dialectical Materialism as basic research method, and also, learning some main theories about international direct investment in Western Economics and taking successful experience accumulated during"Going out"strategy implementation in developed countries as reference, this thesis keeps up with the new trend of Establishment of A Socialist Market Economic System in China, and investigate"Going out"strategy in the macro background of transform and vitalization of outmoded enterprises in the northeast of China, with the aim to illustrate the necessity and criticalness of carrying forward"Going out"strategy in Northeast China profoundly, and to reveal the problems and cruxes existing in enterprises in the Northeast of China. Ultimately, this conclusion are reached: after the collaboration and cooperation between functional financial department and some relative participants, based both on promoting the profound revolution of government supporting mechanism, enterprise systems and operating mechanism in all round way, and improving media service,"Going out"strategy shall be implemented successfully in Northeast China definitely, and the international management of the regional enterprises shall get further achievement.
