After the war, the Unites States carried out the foreign strategies to China, Japan, Russia, DPRK, Korea and Mongolia, and formed multiple triangular relationships among them. But most of the countries tended to cooperate in political , diplomatic and military field. Hopefully, with the development of different parties in politics and the globalizing economy, the relationship among the Northeastern Asian countries have changed a lot, they have not only become the partners among one another, but also have been promoting one another in economy and trading, and are developing together in a peaceful way.Cooperative Development of Tumen River Region is one of the most important parts of the opening up policy in China. It plays a strategic and significant role in promoting economic cooperation and steady politics in Northeastern Asia. The Cooperative Development of Tumen River Region will not only benefit the three related countries, but also Japan, Korea and Mongolia as well as the other countries around them. Having abundant natural resources and unique regional advantage, Tumen River Region has already been attached great importance to by the United Nations Development Program. In October, 1991, the policy of multilateral development in Tumen River Delta became the turning point to the cooperative development of the three countries. During the past 17 years; by making good use of the opening up policy, Yanbian has achieved significant progress in foreign trade and border tourism. And meanwhile, it also benefited a lot to Korea, Russia and the surrounding countries.However, there are also some internal and external, political and economic factors affecting the process of the cooperative development, such as the Northeastern strategy of the US; neutral problem of DPRK; the different political system and strategic tendency of Northeastern Asian countries; territorial dispute among the different countries; the economic developing distance and lack of effective restraint among different countries; as well as some unfair economic interchanges.At present, the global financial crisis is threatening everybody all over the world. On one hand, the financial crisis is the mutual challenge to each country, on the other hand, it is also a new opportunity and turning point to all the countries to help each other and cooperate together. In 2009, on the point of the strategic view, China will put more concern on the development of Tumen River Region, "the Developing Plan of the Tumen River Region" will be issued soon and the program has already advanced as "National Program" by the Chinese government. Currently it's hard to see the outstanding achievement in the cooperative development of the Tumen River Region, but in the long run, it will play a very important role in the diplomatic policy of China and the regional security and promotion of the economic cooperation of the Northeastern Asia. Compared with 1992, the basic conditions and the surrounding environment of the new round Tumen River Region cooperative development have greatly improved. From the point of the global view, it also has a lot of advantageous potential in developing. What's more, China's economic power and international reputation are getting stronger and stronger, the new start of the development of Tumen River Region will definitely stimulate the cooperation and support from the surrounding countries so that it will certainly motivate the implement of the strategy of "Revitalization of Northeastern China" and fasten the speed of fulfilling "Changchun-Jilin-Tumen Strategy" in Jilin Province.To accelerate the development of Tumen River Region is the strategic policy to China, yet it's also the matter of overall importance to Yanbian. It concerns the matter of the economic development of Yanbian by reflecting the benefits of China. Nowadays, the economy has developed fast in Yanbian , and most of the basic facilities have been improved . Yanbian is also rich in natural resources and human resources. Thus Yanbian possesses all the necessary conditions and qualification in the new round cooperative development of Tumen River Region.
