| This text takes primitive file materials of the archive bureau of Shijiazhuang as the core ,combining with such materials as some local documents .It manages to explain the recovery and development of the industry and commerce in Shijiazhuang and the functioning situation of every policy of municipal Party committee and government during its intinal post-liberation period. And it also makes a tentative analysis on some experiences and lessons during the course to extert what strength I have for the research on industry and commerce in the initial period of liberation.The text preface introduces the current situation on the research about industry and commerce's recovery and development in Shijiazhuang , comments on the historic significance of the development, and expounds the research range of this text.Part One, it mainly discuss the gerenal situation and the recovery of the industry and commerce. Under the leadership of the Centeral Working Committee and North China Centeral Office, the newly–born regine of Shijiazhuang made many laws and regulations to develop the ecnomy. So that many factories returned to work and lots of privately-owned stores and workshops reopenedPart Two, its preliminary development period. The government perfected many measures and policies, reformed the wage systems, promoted the state-run and pubic enterprises as well as cooperative economy and carried out the war preparations. And the economy restored prosperity.Part Three, its futher development period. The liberation of Peking and Tianjin effected its development and also brought it some business chances. Three prodction competions were carried out and the ecnomy was developed furtherly.Part Four, the main experiences and lessons. During the course of the recovery and development, the municipal Party committee and government felt its way to develop the industry and commerce and accumulated abundant lessons and experiences that well worth referring to. |
