Under this environment, the paper make a treatise that how to build a fair and justice system about income distribution.The attitude of the treatise, the increasing income gap is manifest between the civil and rural area, in the different area, profession, and the all walks of life in our country. Growing wealth disparity deal with the unequal treaty between the civilian. The problem reduce the national cohesion and social identity, influencing the social stability and ethnic solidarity. It is disadvantage to build social harmony.In opinion of the paper, the multi-aspect cause the increasing income gap. An issue rooted in history, but also some factors accumulated from the reform; Not only some reasons that come from the system and the mechanism aspect, but also some reasons of the insufficient mediation of the government.
