Through to Chenzhou's superiority, the inferiority, the opportunity, the threat analysis, conducts the research to Chenzhou's in region urban development pattern strategic localization, on the one hand must solve Chenzhou in Zhusanjiao the area development localization question, on the other hand, must answer Chenzhou in Hunan Province's understanding and the localization question. During period of 2005-2010 ,in the strategic localization foundation proposed Chenzhouurban development concrete strategy and the strategy measure, by break through in current urban construction the fund scarce, the characteristic not bright, the urban development space is limited, the resident participation question and so on insufficiency, promotes the city enterprise, to be continually fast, the healthy development, finally realizes Chenzhou constructs into "the botanical garden type, the ecotype, the modernization" the city goal.
