Abstract/Summary:
Integration of urban and rural construction is a break though of China's economic andsocial development of a new round. And it is also a demand of the affluent society building.However, a large number of farmers have been forced to leave the land in urban and ruralintegration process. Then they become having no land and do not plant crops. Many ofthose farmers are forced to confront the problems, such as losing land acquisition, beingunemployed, lack of security, having no apparent improvement of living standards and evendecline. Land is the basic production and means of subsistence farmers. In urban integrationprocess, how to protect the interests of farmers who lose land, to properly resolve thefarmers' pension and employment, to ensure the harmony and stability of rural society?This issue has become the important one that should be solved by party and governmentorgans at all levels.This paper does analysis on the following aspects: the meaning of urbanization,measurement, the meaning of urban and rural integration, the nature of the three differentland systems and land violations of the interests of the farmers; learn from the practice ofprotecting the interests of farmers in the United States, Canada, Japan, and other countries;By reviewing Shanghai urbanization process, by objectively analyzing the structure of ourdual economy, land ownership patterns, the social security system and the interests offarmers lost, The study focused on the policies that have been implemented in landacquisition and farmers compensation resettlement since the open development ofShanghai's Pudong New Area 10 years ago. Especially on the basis of inadequacies of theimplementation of the "Shanghai these small towns social insurance" that has come intoeffect since October 2003, the paper propose that farmers interests be ensured; the "LandAcquisition Act" be formulated; further clarity collective land ownership be realized;compensation standards be furthered; land acquisition compensation be based on the thenmarket price for the calculation standards; sound legal aid system for providing farmerslegal aid be built; skills development and training be increased, the overall quality of theacquisition farmers be enhanced; old-age security system be improved: efforts to promoteconcrete measures to protect the town citizens' old-age security system be accelerated.
