| The difficulty of collecting property service fee and heating fee, the low rate of collecting fee and the difficulty of the enterprises operating expenses are the problems which always puzzle the property and heating enterprises. Many enterprises are trying to find means to solve the problems. The property group is a state-owned enterprise which provides 28 services contents to users, such as: the property service, the heating service, the environmental sanitation management and the afforestation maintains. The property and the heating management service objects including 172,000 users, more than 7,800 public constructions. The property service fee and the heating fee are about 130 million Yuan in the whole year.This paper narrates the charge management reform process of the property service fee and the heating fee after the Property Group's reform the reorganization in the case form. We clarify the necessity and the pressing and how the Property Group overcomes the charge difficulties in this paper. Meanwhile we provide our advices for the Property Group's next step of the reform.This article utilizes some modern management's theories and methods, such as the organization management, human resources management to analyze and evaluate the enterprise's reform policy. Though this we will find the cause of the charge difficulty in major enterprises and provide ways and methods to solve the charge difficulties. We want to make the effective exploration for how to improve the charge management work. This has positive signification for safeguarding the legitimate rights of the enterprises and users and promoting the harmonious society's construction. |
