With the constant completion of market economy and the development after joining WTO in China, the competition of enterprises is aggravated day by day. The complexity and uncertainty of the environment of the enterprises are constantly increasing. More and more enterprises have already realized that the importance of management which can help them to deal with the increasing challenges in market. The company who can fully stir staff's job enthusiasm up,and excavate staff's latent energy; It can hold an advantage position in the market competition. Because of lacking effective management system and management, domestic enterprises meet many difficulties and are in an disadvantage position in the heavy competition. But with introduction of international and advanced experience of management, the domestic enterprises can learn a lot from foreign enterprise. Performance management is a process to establish the common aim in the company and an approach to manage the company effectively. So, how to set up effective performance management system and encourage staff's work enthusiasm to achieve the efficiency of the whole enterprise, and how to achieve the everlasting development of the whole enterprise, have great academic and practical meaning.In 1992, Robert Kaplan and David Norton developed Balanced Scorecard,and it has been successfully used all over the world. Balanced Scorecard harmonize the goals of departments and personal goals. It achieves balance between long and short goals, financial and non-financial index, inside and outside the company, results and process. Finally, enterprises using Balanced Scorecard obtain continual impetus and harmonious development by transfixion in client,supplier,employee,enterprise technique, technology and innovation.In this paper, by using some exerting inquisitive methods, such as inductive method, analytic statistics and substantial evidence research, The author applied investigative tools such as Balanced Scorecard, Key Performance Indicator and analytic hierarchy to achieve process designs. The author constructed a strategy-oriented performance management system model for Z Company in order to resolve some problems, such as how to combine strategy management with results management and so on. This model includes four essential parts: performance objective system, the core; performance management process; the key performance management regulations; the criterion of performance management organization and duty system the guarantee. According to the model given above, the author designed detailed key performance indicator system model and performance management process model.This essay is divided into three parts.First, the author analyzed the current situation of Z company, including the general introduction of the company, current situation of performance management system and its potential disadvantages, as well as how to solve these problems.Second, the author made an introduction of the generally accepted theories about performance, performance assessment, performance management and performance management procedures.Third, the author built a strategy oriented performance management system for Z company using the balanced scorecard and KPI index theory. This system includes performance targets system, performance management process and performance management regulations.Because of busy daily work, the author barely have enough time to work on this comprehensive study—performance management system, which is involved with a large number of subjects.
