Along with the dog-eat-dog of global competition, whatever an enterprise must improve the performance and entirety capacity whenever to win the competitive advantage. Actually, the human resource, the First Resource, is the core competitive strangth; however, effective performance management is the key to heighten HR diathesis of the enterprise.It is a new orientation which is the request of humanity management for performance control to build a performance management system The influence of traditional performance examination is passive in phase, it is the effective way to exam performances of stuff for whole process and the important resource to enhance competitive resource. and moreover, it has been more and more effective to orient objective management in practice. The key of performance management is break down the strategic objectives to every business unit, even to everybody, to manage, improve and heighten, consequently improve performance of the entirety, even to the productivity and values, finally, to win the competitive advantage.The essential of performance management is to improve performance of stuff by way of continuous dynamic communication, as well as goal the targets of functions or the enterprise along with developing employees'careers. The final aim of performance management is to improve employees'behaviors, to goal the objective of enterprise, to improve satisfactions and feelings of achievement.Today, DFJ is facing the external environmental change of competitors increasing and the internal factors of decreasing of enthusiasm, for the purpose of enhancing strength of marketing competition, the company has to implement performance management by way of setting up an effective inspiriting system and mobilizing the employees"enthusiasm. Leaders of the company also stands on a strategic height to redeploy the plan of Top-class Enterprise, even to the strategy of enterprise, marketing and product, through consulting, the company will pass through certification of ISO/TS16949,ISO14001 OHSAS18001 by the end of this year. The development of modern enterprise depends on technology and management, DFJ , an assembly line, use licensed technology, the R&D is controlled by shareholders, even depends on management, moreover, managing people is the important content of modern management, performance management is the base of HR management, the original intention of topic design is to drive other HR practices though building and implement of performance management system. Otherwise, the western develop a series of theories on performance management, thereafter, how to integrate objective management theory and PDCA theory with the reality into a best combination is the second content of the topic. Therefore, I make out a performance management system through works of analysis of external and internal environment, analysis of organization structures under the guidance of relevant theories practically. The main works is listed as below,On the phase of design, base on the theory of objective management, integrating phases of set objective, implementation objective and examination object into performance management, I design a series of PDCA performance management circulation system composed of performance plan, performance implementation, performance examination, result exertion to make performance measurable and combination with the objective of the company.On the phase of performance plan, the leading work is setting up an objective system by way of using balance scorecard, KPI and so on to set up general objective and break down objectives, which avoid the abuse of pursuing financial index with neglecting balance development.On the phase of performance implementation, adopting scientific authorization and objective review meeting to manage and monitor the process of execution.On the phase of performance examination, adopting objective examination as well as behaviors within achieving process to appraise the employees'achievements integrally, on one side to make the performance measurable, on another side, to avoid neglecting the achieving process while overemphasizing figures.On the phase of performance feedback, using performance results on training, HR decision and test of HR management system, making the result of performance examination hooking up with employees'benefits.On conclusion, performance management system is a PDCA system integrated with objective management which can make performance management work measurable and controllable as well as realize the objectives of the company along with improving employees capacities. Performance management, the component of company strategic and culture, is the pull system and restriction system, which drive employee and lead them to form a core specialty and core competence which are benefits to realization of strategic objective of the organization by way of perusing high performance index. The performance management, emphasizing on communication, tutorship and capacity improvement, make the employee's careers go in line with the objective of enterprise, deepen company culture, try for the continuous development of enterprise. It designs a suitable performance management system oriented by objectives including performance objective, performance plan, performance examination, performance feedback in this thesis. Therefore, It hopes to provide a practical consideration for the same plant by way of studying performance management system which is base on objective management in the process of build and operation.
