Enterprise performance evaluation research is a focus task of theory and enterprise field. It's also the keen problem to be solved in our national enterprise revolution. The manage master Mr. Peter ever said: where there is no evaluation, there is no management." The enterprise performance evaluation have become not only the important means for enterprise self-supervision and binding but also the new management method to the enterprise stratagem among the increasing competition"Idea can change the history track, idea can make miracle". Performance evaluation idea should decide what kind of management behavior should be. The classical enterprise performance evaluation system based on the financial index guidance of that out-of-date industry age, can only evaluate the passed business (the unenlightened result factor) but can't evaluate and organize forecasting devotion (advanced promotion factor). It doesn't fit for the needs of the increasing management & competition environment nowadays. The coming out of Balanced Sort Card (hereafter referred to BSC) has not only broken out of traditional performance evaluation system based on the financial index, but also made a qualitative flight on the enterprise performance. It's a revolution to the enterprise management. China enterprise manager are no doubt to get significant using reference from the BSC.BSC is not only a brand new performance scaling mode, but also a core stratagem execution tool. Based on the integrated balance; guided by the enterprise stratagem ; centered by management; and under the integrated action of finance index, client index, internal operation index, learning study and growing index; the BSC establish a performance evaluation system in a network style. It builds up a "balance" thought to the enterprise development thinking.The motivation and aim of this text research, emphasized on the technical & operational lay for solving the BSC practice problem in China enterprise. Specially to retort some incorrect tendency during the course of understanding and application. Therefore, along with the theory analysis & practice thought, this text started from the theory expiation, referring to the international & national research and practice fruit, combining the existing national enterprise performance, to discuss how to Import & adopt this BSC system and how to nationalize the BSC system in China entirely. I re-design the performance index system of Tian Jian Group with adopting the BSC method.BSC is an "exotic", China enterprise must grasp the spirit of BSC system wholly and exactly in order to handle it successfully. The text will introduce the concept of BSC, analysis the detailed content of 4-dimensionality; discover the breakthrough of BSC & its theory limitation; analysis the current situation of BSC practice in China ; I bring forward the principle, procedure and steps for enterprise importing ,design & implement of BSC.It's still elementary phase for BSC practice in China, there still lack BSC practice example as few enterprises can use BSC successfully. This text will discuss how to establish the performance system based on BSC on the state-owned stock-market-listed company–Tian Jian Group LTD. as an example. I point out the shortage of the current performance system and thence present the realism meaning to import BSC system. I choose the Real Estate Company under Tonge Group as the BSC adopting case. I establish performance index system of Tonge Real Estate Company from the view of four-logic-connection of BSC.The text main conclusions are as below:BSC is a "good lection", but it can't be crooked anyway. China enterprise should use BSC creatively & agility combining with their actual situation. Not every enterprise is suitable to adopt BSC, it's unnecessary to adopt BSC system on all administrative levels for those enterprises which are able to adopt BSC. It's a better way to adopt BSC selectively according to the administrative situation & interior environmentThe BSC index of 4 dimension are not patched up simply but are combined together in internal, organic logic and causality ways.The performance index design & disassembling are the key point to the successful road of BSC practice. However, BSC didn't present the index design & disassembling method, people must achieve it by dint of other tools and waysThe true meaning of management comes from practice. It can make the cost less and it also make successful road much smooth and shorter by learning other's practice and extracting other's lessons. This text introduces the detailed sample based on BSC designing enterprise system for state-owned enterprise. I believe this text will contribute the reference value to the enterprise which intend to import BSC system...
