Research On The Reformation Of Electronic Power Price In Anhui Province

Electrical power is so important that it influences the daily life of everyone. The pricing control policy of electrical power has been one of the most important policies to our government. Our national electrical power pricing system has been kept reforming in the last few years. Reasonable electrical power generating price and sales price are very important for the growth of electrical power industry; it helps maintaining the healthy development of national economy and the stability of overall merchandise pricing level. It benefits consumers, investors and enterprises to have a good pricing system.This paper first introduces the characteristics of electrical power pricing, the necessity of electrical power price control and what affects the electrical power price; it then introduces the basic pricing system in our country and the classifications of electrical power price. It then based on Anhui province's electrical power pricing reforming historical data, recalling our country's electrical power price control characters and price levels at the different periods. It briefly introduces how United States and Europe control the electrical power price.This paper analyses the price adjustments of electrical power in the last few years in Anhui province, and especially shows the main problems and the reasons.Firstly,the net price is very high and there is always a big difference between different units. Secondly, we haven't set up a good pricing system yet and the cost of transport process is very high.Thirdly, the sale prices of some types are very high, but the price difference is very small between different voltage classes. Neither the apportion cost nor the wastage can be clearly shown. There are too many different prices and price different is very big. Moreover, the market of electrical power from China East affects much to Anhui province, and some power suppliers in counties run to the bad.Here are some suggestions on the existing problems and the facts: changing the administrative system of current electrical power pricing ; changing the mode of property right of provincial electrical nets, and the examination system of the industries of electricity. We can carry out two different management systems to the electrical power pricing. Competitive system should be used in the electrical suppliers. Our government can check and ratify the cost and profit of those electricity suppliers and make them set up a good sale network and give a reasonable pricing system. On the other hand, our government should also try to instruct those consumers to use the electrical power correctly and rationally. A balance account should be set up within one area, getting rid of the influence from the market of China East.I hope those superficial ideas about the reform of electrical power pricing in this paper can benefit the development of the electrical power industry of Anhui province.
