In 2004, to developthe non-public economy was added to the revised Constitution. The policy was alsoconverted from "guidance supervision and management" into "encouragementsupport and guide" and "supervision and management by law". The policy has openedup the space for the fast growth of privately operated economy. During the 16Sessions of 3 CCP Plenary Conference, a series of policies and measures wereproposed such as "speeding up the implementation and consummation of themonopoly profession reform", "deepening the administration examination andapproval system reform", "relaxing the market entry" and "enjoying the same leveltreatment". All of these provide a new major policy basis for the fast development ofthe non-public ownership economy.At present, the privately operated economy, has been the object of the nation andlocal government's key support and development. Unwilling to fall behind, themunicipal government Chaohu emphasized in its 11th 5-year plan, the development ofprivately operated economy. The plan calls on all the people to start up business andto vigorously support and development-the privately operated economy, andformulates concrete implementation regulation. The opportunities are extremely important to thesustainable development of Chaohu privately operated economy, and so long as thegovernment and the enterprise attach adequate importance to the bottleneck, takeactive countermeasure, through inside and outside efforts, break the bottleneck andgrasp the opportunities, the sustainable development of Chaohu privately operatedeconomy is possible.
