In the past development of JZ Naval Construction Limited Corporation, because of the property rights of structure, management mode, operational concepts and some characteristics of itself which results that human resources department was regarded, from the management layer to the operational staff, as an ordinary functional department, whose work was a standstill in the basic personnel management phases. Thus the human resources department can not play a modern enterprises human resources management role on earth due to the idea of a lag routine matters management concepts, weather the department position in the corporation or the practical work process.This thesis makes relevant researches on the business of reformation in human resource aims to JZ Naval Construction Limited Corporation's organization structure adjustment. This company made a good progress over thirty years, but it hasn't taken shape of benignant mechanism on the exploration and management of human resource, for which it always remains in personnel administration step. Thus, this thesis will make a deep discovery on major problems exist in the management of human resource of JZ Naval Construction limited Corporation's, providing some rationalization advices and feasibility measures on how to establish a set of effective training hierarchy system, a set of fair rational performance review, a set of motivated wages hierarchy system.Through the research on the-third-line military enterprise like JZ Naval Construction Limited Corporation's carried out the recombination after the bankruptcy, the author would discover that new changes in human resource management in modern enterprises, exploring the developing road of human resource management in stated owned enterprises reformation such as the-third-line military enterprise. It reflects on common problems faced by the-third-line military enterprises in the process of human resource management, from which the same industry or other business could draw lessons.
